That is shown in this film because when its leaked that the president had a sex scandal, all of a sudden a war in Albania was going on that everyone needed to find out about.
The government threw this war out into the public because they thought it would take the heat off of what was currently being discussed, to a less but still serious topic. That saying goes along with the Orwellian factor because they are being told fabricated stories and the government keeps bringing up more and more about the war to make it seem as if it is much more important.
The public starts to worry about that more and it takes them away from what should be more important no matter what is said besides the fact that the president was involved in a scandal.
